Small Area Fair Market Rents (SAFMRs)

The effective date for implementation of SAFMRs for OHFA is January 1, 2025. Payment Standards for the designated zip codes must be set between 90% and 110% of the SAFMR. If implementation of SAFMRs results in a participant paying a higher portion of rent, OHFA will not implement the new lower payment standard for that family until the effective date of the family’s second regular recertification (OHFA’s current policy when there is a decrease in FMRs/PSs).

Fair Market Rents / Payment Standards
In accordance with HUD regulations, OHFA has determined a payment standard between 90 percent and 110 percent of the Fair Market Rents (FMRs). FMRs regularly published by HUD, represent the cost to rent a moderately-priced dwelling unit in the local housing market. The housing voucher tenant must pay 30 percent of its monthly adjusted gross income for rent and utilities, and if the unit rent is greater than the payment standard, the tenant is required to pay the additional amount.
